Okabe Yukiya is a professor at Teito University. Five years ago he was 62 years old and taught a criminal psychology seminar in the Department of Behavioral Studies. Only five 4th-year students were enrolled in the seminar, one of them being a young Akiyama Shinichi. Professor Okabe's classes are described as easy, and require fewer papers compared to other classes. The only problem, as one of his students Jiro Ono points out, is that Okabe gives off a gloomy vibe that puts people off, and this is the reason why his classes are so unpopular.
